Shandong holds an event for integrating and solidifying the pesticide industry chain to build a new ecosystem

On June 18th, the "Ten Chains, Hundred Groups and Ten Thousand Enterprises" High-End Functional Chemicals (Pesticides) Industry Integration and Solidification Link-up Activity of Shandong Province, organized by the Shandong Provincial Department of Industry and Information Technology and hosted by the Shandong High-End Chemical Industry Development Promotion Association, was successfully held in Binzhou City. Through establishing a collaborative platform for government, leading enterprises, supporting small and medium-sized enterprises, and research and education institutions, the event aimed to break through the supply-demand bottlenecks in the industrial chain, fill the gaps in the technical chain, strengthen the resilience of industrial collaboration, and promote the establishment of a new ecological system for the pesticide industrial chain in the entire province.

Industrial Background

Shandong is a major chemical province, with a solid foundation and substantial scale in the pesticide industry. The production capacity and market share of raw materials and preparations rank among the top in the country, making it a core supplier of high-end agrochemical products in China. Currently, the pesticide and high-end functional chemical industry is in a critical period of upgrading and transformation towards high-end, intelligence, and green development. The industry generally faces common challenges such as stable supply of raw materials, upgrading of production processes, improvement of energy conservation and environmental protection, expansion of international markets, and shortage of high-end professional talents.

Policy and Planning

In March this year, five departments including the Department of Industry and Information Technology of Shandong Province officially launched the 2026 "Ten Chains, Hundred Groups, Ten Thousand Enterprises" Integration and Solidification of Chains and Networks Connecting Activity, focusing on the coordinated development of industrial chains and supply chains, promoting the integrated innovation among large and small enterprises, and enhancing the resilience of industrial development. Jing Fangkai, the deputy director of the Service System Construction Department of the Department of Industry and Information Technology of Shandong Province, said that through this connecting activity, they hope to accelerate the connection and cooperation, as well as the exchange and communication, of talents, technologies, and orders in the high-end functional chemical industry across the province. They also aim to continuously deepen the coordination between upstream and downstream of the industrial chain, promote enterprises to accelerate the introduction of high-end talents and advanced technologies, continuously improve product performance and quality, and continuously expand the integrated development ecosystem of high-end functional chemical enterprises.

Development Suggestions

To promote the stabilization, supplementation, extension and strengthening of the pesticide industry chain in the entire province of Shandong, and to build a new ecological system for the agricultural industry chain in the province, Zhang Liucheng, the secretary-general of the Shandong High-Tech Chemical Industry Promotion Association, put forward three suggestions: 

Adhere to the leadership of the chain leader and build a symbiotic ecosystem of large, medium and small enterprises: The chain leader enterprises should fully exert their leading role and benchmarking influence, actively open up procurement channels, R&D resources and market platforms, and drive high-quality supporting enterprises such as specialized, innovative and high-tech enterprises and single crown enterprises in the province to enter the chain and develop in a connected manner. Small and medium-sized enterprises should base themselves on their advantages in specific market segments, focus on high-end intermediates, intelligent production equipment, green environmental protection treatment, biological pesticide research and development, digital production services, etc., and precisely match the development needs of the chain leader enterprises.

Adhere to scientific and technological empowerment, focus on green and low-carbon transformation and upgrading: In line with the deployment of high-quality development of the province's high-end chemical industry, focus on cutting-edge fields such as efficient and low-toxic biological pesticides, water-based green formulations, continuous flow micro-reactions, resource utilization of solid waste, wastewater and exhaust gas, and MES full-process intelligent control, deepen the collaborative innovation of government, academia, industry, research and application, jointly build innovation platforms, jointly tackle core technologies, and share innovation achievements, and concentrate on solving core problems such as environmental protection cost reduction, energy saving and efficiency improvement, and process upgrading, to build a national model for green manufacturing and intelligent manufacturing in the pesticide industry in Shandong.

Adhere to openness and collaboration, expand the space for two-way circulation: Internally, deeply cultivate the local market, jointly build an integrated agricultural chemical terminal service network, and create a full-chain plant protection service system of "plant protection, medicine, fertilizer, and aerial spraying"; externally, insist on forming alliances to go global, develop collaboratively, jointly carry out overseas product registration and local channel layout, deeply explore key overseas markets such as Southeast Asia, Central Asia and South America, jointly polish the brand of Shandong's pesticide industry, and enhance the national and international influence and competitiveness of the agricultural chemical industry in the province.
